Financial Aid Programs

Frederick Community College students may qualify for financial aid through federal, state, and institutional programs. Review the programs below to see what may be available to you.

Federal Student Aid Programs

Federal grants and work study funds are forms of aid that help cover the cost of college. Unlike loans, grants do not need to be repaid. Select a program below to learn more about each option.

 

Federal Direct Loan Programs

Unlike grants, loans must be repaid with interest. FCC participates in Federal Direct Loan programs. Review your options below and borrow only what you need.

Direct Subsidized Loans are made to eligible undergraduate students who demonstrate financial need to help cover the costs of higher education at a college or career school. The government pays the interest while you are enrolled at least half-time.

Direct Unsubsidized Loans are made to eligible undergraduate, graduate, and professional students. Eligibility is not based on financial need, and interest accrues during all periods.

Direct PLUS Loans for Parents are made to parents of dependent undergraduate students to help pay for education expenses not covered by other financial aid. Eligibility is not based on financial need, but a credit check is required. Borrowers with an adverse credit history must meet additional requirements to qualify.

Starting with the 2026-2027 award year, Federal Direct Subsidized and Federal Direct Unsubsidized loans will be adjusted based on enrollment status. Attending less than 12 credits per term may result in reduced eligibility. Withdrawing from courses in a semester may result in less eligibility for future student loan disbursements during the award year.

Maryland State Financial Aid Programs

Maryland offers several state-funded grants, scholarships, and tuition waivers. Select a program below to review eligibility requirements and how to apply.

The Community College Promise Scholarship is available to students who graduated from a Maryland high school or received their GED in the state. You must enroll full-time in an associate degree or credit-bearing certificate program, be eligible for the in-state tuition rate, submit your FAFSA or MHEC One-App (if you are not eligible to submit a FAFSA), demonstrate financial need, meet specific high school GPA/GED scores or community college GPA requirements, meet specific adjusted gross income (AGI) limits, and submit all required documents to FCC. You are required to accept this award through your PeopleSoft portal and sign the Drug-Free Pledge when accepting your award.

The GA Grant is available to full-time students who enroll in an associate degree, are eligible for the in-state tuition rate, submit their FAFSA or MHEC One-App (if not eligible to submit a FAFSA) by March 1, demonstrate financial need, and submit all required documents to MHEC by August 1. You are required to accept this award in MDCAPS if you are offered the award.

The EA Grant is available to full-time students who enroll in an associate degree, are eligible for the in-state tuition rate, submit their FAFSA or MHEC One-App (if not eligible to submit a FAFSA) by March 1, and demonstrate financial need. You are required to accept this award in MDCAPS if you are offered the award.

The CBEAG is available to full-time students who enroll in an associate degree, are eligible for the in-state tuition rate, submit their FAFSA or MHEC One-App (if not eligible to submit a FAFSA) after March 1, and demonstrate financial need. You must submit a Drug-Free Pledge to be eligible and should monitor your myFCC email for instructions if you are offered this award.

The MDPTG is available to students enrolled part-time (3-11 credits per semester) who have demonstrated financial need based on their FAFSA or MHEC One-App (if not eligible to submit a FAFSA). Priority is given to students who were awarded the EA or GA Grant but were not enrolled full-time. You must submit a Drug-Free Pledge to be eligible and should monitor your myFCC email for instructions if you are offered this award.

The State of Maryland Delegate Scholarship is offered by local State Delegates to Maryland residents who plan to pursue a postsecondary credential full-time (12+ credits per semester) or part-time (6-11 credits per semester). Contact your local delegate for instructions on how to apply. You can find a list of your local delegates on the Maryland General Assembly website or the Maryland State Board of Elections website.

To be considered for the Senatorial Scholarship, you and your parents (if you are a dependent student) must be Maryland residents, and you must submit the FAFSA or MHEC One-App (if not eligible to submit a FAFSA) by March 1. If your State Senator makes their own awards, contact your legislator directly for instructions. The Office of Student Financial Assistance (OSFA) can provide a list of all State legislators.

The Riley Scholarship is for students actively engaged as a career firefighter or ambulance/rescue squad member in an organized fire department or ambulance/rescue squad in Maryland. You can enroll full or part-time in an eligible undergraduate program, including fire service technology, emergency medical technology, fire service management, or public safety administration with a minor or concentration in fire service technology or fire service management. You must apply within MDCAPS and submit all required documents by April 1. This award includes service obligation requirements.

To be considered for the Cybersecurity Public Service Scholarship, you must be eligible for in-state tuition under the provisions of Education Article, Title 15, Annotated Code of Maryland, enroll full-time in an approved credit-bearing degree or certificate program, be within two years of graduation from your program, and maintain a cumulative GPA of at least 3.0 while enrolled at FCC in an approved cybersecurity field. If you are receiving a Federal Cyber Corps Scholarship for Service, you are not eligible for this award. You must apply within MDCAPS by October 1.

The WSSAG is for students who plan on working in specific career or occupational programs upon graduation. Eligible fields include child care, human services, teaching, nursing, physical and occupational therapy, social work, and public service. You must apply and submit all required documents within MDCAPS by October 15.

The Conroy and Cryor Memorial Scholarships are available if you are the son, daughter, stepchild, or surviving spouse (who has not remarried) of a member of the U.S. Armed Forces who died as a result of military service or suffered a service-connected 100% permanent disability as a result of military service; a veteran with a service-connected disability of 25% or greater who has exhausted or is no longer eligible for federal veterans' educational benefits; the son, daughter, stepchild, or surviving spouse of a victim of the September 11, 2001 terrorist attacks; a POW/MIA of the Vietnam Conflict, or their son, daughter, or stepchild, who was a Maryland resident at the time the person was declared a prisoner of war or missing in action; the son, daughter, stepchild, or surviving spouse (who has not remarried) of a state or local public safety employee or volunteer who died in the line of duty or was 100% disabled in the line of duty; or the son, daughter, stepchild, or surviving spouse (who has not remarried) of a school employee who died or sustained a 100% disabling injury in the line of duty as a result of an act of violence.

Funding is limited, and renewal students are prioritized. Not all eligible students may receive an award. Apply on your StudentForms account by July 15.

The Veterans of Afghanistan and Iraq Conflicts Scholarship provides financial assistance to U.S. Armed Forces personnel who served in the Afghanistan or Iraq Conflicts, and their sons, daughters, or spouses who are current high school seniors or full-time or part-time, degree-seeking undergraduate students enrolled at an eligible accredited Maryland postsecondary institution. If you choose to file a FAFSA, submit it by March 1, and submit all required documents within MDCAPS by October 15.

The Tuition Waiver for Foster Care Recipients is available to foster care youth enrolled in an associate degree or vocational certificate program. If you believe you may qualify for this waiver, email Elizabeth Witcher in the Financial Aid Office at ewitcher@frederick.edu.

The Maryland Tuition Waiver for Unaccompanied Homeless Youth is available to unaccompanied homeless youth enrolled in an associate degree or vocational certificate program. To be eligible, you must be declared an unaccompanied homeless youth who is not in the physical custody of a parent or guardian, and be a homeless child or youth as defined by the McKinney-Vento Homeless Assistance Act. If you believe you may qualify for this waiver, email Anna Isner in the Financial Aid Office at aisner@frederick.edu.

The SSI/SSDI waiver is available if you receive Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) benefits. This waiver can be used to cover any outstanding tuition charges after all financial aid, except loans, is applied. More information can be found under the "Students with Disabilities Tuition Waiver" section of each semester's Credit Course Schedule.

Consortium Agreements

Sometimes a class you need is not offered at FCC during a given term, but is offered at another college. A Consortium Agreement lets you take that class at another school while FCC still counts it toward your financial aid, as long as it applies to your degree or certificate. Federal rules only allow you to receive certain financial aid from one school per term, so this agreement is what makes it possible to combine both schools into a single financial aid package.

FCC can take part in a Consortium Agreement two ways, depending on whether you are enrolled at FCC or visiting from another college.

If you are degree seeking at FCC and want to take a course at another college to count toward your FCC financial aid, FCC is your Home School. To qualify, you must meet the following:

  • You are degree seeking at FCC.
  • You are enrolled in at least one class at FCC for the term of the agreement.
  • You meet financial aid eligibility requirements based on your FAFSA and Satisfactory Academic Progress (SAP) standards.
  • Each class you take at the other school, known as the Host School, is confirmed as required for your FCC program.

You will need to complete an FCC Financial Aid Consortium Agreement Form and a Verification of Transferability Registration Form, along with proof of registration and payment at the Host School.

You are responsible for paying the Host School directly. FCC cannot send your financial aid refund to another school on your behalf, and your refund may not arrive in time for the Host School's payment deadline. A Consortium Agreement does not add extra financial aid. It simply combines your coursework at both schools into one financial aid package at FCC. It is your responsibility to use any FCC refund to pay or reimburse yourself for the Host School bill.

Consortium Agreements apply to a single semester. If you want to continue taking classes at another school in a future term, you will need to submit a new form for each term.

After you finish your coursework at the Host School, request that your official transcript be sent to the FCC Welcome and Registration Center for credit evaluation.

Complete the Consortium Agreement Form

If you are degree seeking at another college and want to take a class at FCC to count toward your financial aid there, FCC is your Host School. Your Home School starts the process by sending FCC a Consortium Agreement Form, or a blanket Consortium Agreement, for certification.

Your Home School is the only school that can award your federal and state financial aid. Depending on your Home School's Consortium Agreement terms, you may or may not be eligible for aid that is not federal or state funded, such as FCC scholarships, grants, or outside scholarships.

You must pay FCC by the listed payment due date, which may come before you receive funds or a refund from your Home School. Review the Payment Due Dates to plan ahead.

FCC Foundation Scholarships & Grants

The FCC Foundation helps FCC students pay for college by offering scholarships, grants, and emergency funds.

The online application opens twice a year and is available to all FCC students.

  • Fall: February 1 through August 31 (Priority deadline: June 15)
  • Spring: October 1 through January 15 (Priority deadline: December 31)
  • Summer: Apply using the Fall application and select the Summer Session Scholarship option.

Additional Aid Opportunities
The Foundation Office also offers the Childcare Grant Program, Building Trades Scholarships, and scholarships for continuing education, workforce training, and youth programs.

Private Student Loans

A private student loan is a credit-based loan from a nonfederal lender, such as a bank, credit union, state agency, or school. Unlike federal aid, private loans are approved based on your credit history, and their terms and interest rates can vary widely by lender.

Before you consider a private loan, review your Title IV options, including federal grants, loans, and work study. These often come with better terms, lower interest rates, and more flexible repayment options than private loans. Complete your FAFSA and talk with the Financial Aid Office to see what aid you already qualify to receive.

If you decide a private loan is right for you, federal law requires your lender to collect a signed Private Education Loan Applicant Self-Certification Form before your loan can be disbursed. This form asks you to compare your Cost of Attendance to the financial aid you have already been awarded, so you can see exactly how much you may need to borrow. FCC can provide this form on request, or you can access it below. Frederick Community College does not endorse any specific lender. You may choose a private loan from any lender you prefer.
